[ips-sf] SWS Summary Forecast for 15 February - issued 2320UT/14-Feb-2021

Very low solar flare activity is expected on UT day 15 February. The
solar wind speed is expected to be near background to slightly
enhanced levels. Mostly quiet to unsettled geomagnetic conditions are
expected. High-frequency radio communications are expected to be
mostly normal. No short-wave fadeouts expected.
