An R3 X1.1 solar flare has been observed at 23/0133UT. Solar regions
AR3614 and AR3615 are both in flare. Optical characteristics of the
flare in AR3614 suggest that a solar proton radiation storm may follow
this flare. Solar activity on UT day 23-Mar is expected to be at R1-R2
levels. The solar wind speed is expected to be light to moderate. G0
geomagnetic conditions are expected. G1 periods are expected 24-25 Mar
due to a coronal hole wind stream. HF radio communication conditions
are expected to be normal to fair. Maximum usable frequencies (MUFs)
are expected to be near predicted monthly values to 15% enhanced in
the Australian region. Shortwave fadeouts are probable.
