[Ips-proton-alert] 100Mev begin issued twice due to data reprocessing for 10MeV S1 event

SWS is in the process of adding ASWAS S level alerts to the extsiting proton alert service. This morning 
it was noticed that the 10MeV S1 message was not issued due to processing software remaining in test 
configuration.  Whilst reprocessing the US GOES solar proton flux data for 10MeV S1 event the 100MeV event 
begin message was issued again.

For 10MeV energy levels there are now 5 PFU thrsholds:
ASWAS S level     Proton Flux Unit Threshold
 S1                    10PFU
 S2                   100PFU
 S3                  1000PFU
 S4                 10000PFU
 S5                100000PFU

US GOES protn alerts will also be issued for:

Energy level      Proton Flux Unit Threshold
 100MeV                1PFU
 500MeV                1PFU
