[ips-sf] SWS Summary Forecast for 15 September - issued 2333UT/14-Sep-2019

The visible solar disc is now spotless and no active regions are
expected to return. Solar activity is predicted to be Very Low for UT
day 15 September. The solar wind speed is expected be at mildly
elevated levels. Global geomagnetic activity is predicted to be mostly
at Quiet levels; Unsettled periods are also possible today. Mostly
normal HF propagation conditions are expected for UT day 15
September.
