[ips-sf] IPS Summary Forecast for 28 September - issued 2355UT/27-Sep-2015

Moderate solar flare activity. A sequence of minor to moderate
impulsive solar flares was observed over the second half of the UT day
Sep 27. This activity is expected to continue into Sep 28. Moderate
solar wind. Geomagnetic conditions at quiet levels with a chance of
isolated unsettled periods mainly at high latitudes. Short-wave radio
fadeouts possible. High-frequency radio communications fair to normal
with some degraded conditions at low and high latitudes.
