[ips-sf] IPS Summary Forecast for 03 November - issued 0540UT/03-Nov-2015

An impressive CME was observed in LASCO C2 imagery at 2217UT on 2
November. Analysis suggests this CME originated from behind the west
limb and is unlikely to be geoeffective.
