[Ips-aurora-alert] False alarm

Dear Subscribers,

Very sorry about the false alarm that was issued at 1120UT on 17 March. It was
due to the combination of several unusual equipment problems. We have since
further improved the Aurora alert system's robustness which should keep false
alarms to a minimum.
