COMMENT: IPS HF Communications Warning 66 was issued on 30 October and
is current for interval 31 October to 2 November for SWFs. 
3. OUTLOOK (07 NOVEMBER - 07 DECEMBER)
Degraded HF propagation conditions possible: 16-19,24-26 Nov.
