[Ips-proton-alert] Correction of End of Alert for 29 Dec

10MeV Proton/PCA Event Ended 29 12 2013 0815UT

There was a small enhancement after the 10MeV proton 
event during the interval 2140UT on 28 Dec 2013 to 0725UT on 29 Dec 2013. 
The enhancement caused a begin alert to be sent but no end alert was issued. 
The very short duration of the enhancement prevented the end alert being issued. 

Please ignore the repeated end email just sent - this was human error.
