[Ips-fd-alert] Forbush Decrease 02 July 2008 1307 UT false alarm

Dear Customers,

The recent forbush descrease alert (1307 02 July 2008) was a false 
alarm caused by a large offset in the data values. IPS is currently 
investigating methods to prevent such offsets causing future 
false alarm Forbush Decrease alerts.
