Subject: [Ips-fd-alert] Forbush decrease false alarm due to data break and
	restoration

The recent alert sent to you regarding a Forbush decrease was a false alarm.
The false alarm was caused by the data flow stopping for a few days and then
restarting. As the system restarted the low valuestripped a Forbush decrease
alert.
