COMMENT: IPS HF Communications Warning 75 was issued on 23 November 
and is current for interval 24-27 November. Strongly degraded/depressed 
HF conditions observed yesterday. Midly depressed conditions 
expected after local dawn then gradually improving. X1 flare on 25 Nov 
not considered geoeffective.
